FTC Says No To National Do-Not-Spam E-Mail Registry.
Challenges the Industry to develop technology to reduce unsolicited e-mails.


CAMBRIDGE, MA - June 16, 2004 - EchoMail, provider of E-Mail Relationship Management solutions and one of the early advocates of E-Mail Privacy Best Practices, issued an advisory today that the FTC has decided against implementing a national Do-Not-Spam E-Mail Registry, similar to the registry in place for consumer to be placed on the Do-Not-Call list.

The Can Spam Act of 2003, which became effective January 1, 2004 the first national legislation targeted at would-be spammers in an effort to reduce the amount of spam filling consumer inboxes daily. Additional provisions of the Can Spam Act deal with establishing further clarification of 'unsolicited e-mail' as well as the establishment and application of a Do-Not-Spam E-Mail Registry.

Addressing Congress yesterday, the FTC noted that at the heart of the issue is that creation of a national list in the near future would probably do little to reduce the volume of spam consumers receive. Citing various studies and consulting with more than 80 individuals representing more than 50 organizations including consumer groups, e-mail marketers, anti-spam advocates, and the seven ISPs that control over 50 percent of the market for consumer e-mail accounts the FTC concluded more technology needs to be in place before considering national registry as an option to reducing spam.

The FTC would like to see more powerful authentication technologies and means to determine the origin and identity of the 'spammer' company or individual before implementing a registry option.
